Can I add a new publication or new peer reviews during an RFE response?

Distinguish evidence obtained after filing from achievements that first occurred after filing. Generally, eligibility must exist when the petition is filed. A later document may establish a fact that already existed then, while a new achievement cannot simply cure eligibility that was missing at filing. Record both the achievement date and document date, and ask counsel how each item may be used.
