Why can a 500- or 1,000-page petition still receive an RFE?

Page count is not the same as evidentiary strength. The reviewer needs to find each claim, what the exhibit proves and how it connects to your personal contribution. Use a clear contents page, exhibit numbers, explanations and cross-references, and avoid extensive duplication. Good organization improves readability but cannot make inaccurate facts or insufficient qualifications adequate.
